The post-Cold War era has been marked by the rise of identity-based hatred that has often erupted in mass murder. Much of this has targeted minorities in non-democratic or transition states emerging from autocracy – the Rohingya in Myanmar, Bosnians post-Yugoslavia, Yazidis in Iraq and the Tutsis in Rwanda.
