Village headman allegedly fires bullets at another official at checkpoint

The headman of a village in Phayao province allegedly went on a shooting spree, seriously injuring a local official at a checkpoint.

Police in Phu Sang district were notified of the incident around 8pm on Tuesday (April 7). They went to investigate the scene and found Winai Wongyai, 56, headman of Moo 2, village handing himself over to the police.
The victim identified as Phrom Chumyen, 52, was taken to a hospital by his relatives before the police arrived.
Winai reportedly confessed that he and Phrom were eight local officials tasked to be stationed at the checkpoint following the emergency decree.
Phrom, who is a member of the Subdistrict Administration Organisation, reportedly started taking pictures of the checkpoint to show everyone that the headman was incompetent. This led to a furious argument between the two. An angry Winai pulled out his 9MM CZ compact 75 handgun and allegedly shot him eight times.
Weerakorn Chumyen, 29, son of Phrom who witnessed the incident, said that after Winai shot his father, he aimed the gun at him and he had to jump off the road to save his life.
Peng Chumyen, 52, a witness, said that the two had a long altercation and Phrom always took pictures of Winai when he was not working effectively.
Phrom is currently unable to respond to investigators' queries while Winai is being interrogated.
