General Ekachai Sriwilas, an NRC member, said the NRC whip agreed to put the report forward for consideration on July 21. If endorsed, the report will be forwarded to the government for implementation.
Before writing the report, Ekachai said, the committee had visited prisoners in jails and discussed reconciliation approaches with various bodies, including the courts, the Department of Special Investigation, the Office of the Attorney General and the Truth for Reconciliation Commission headed by Prof Kanit Na Nakorn.
He said the committee proposed amnesty first for those who violated less serious laws, especially those found to have violated the Emergency Decree. But this would exclude more serious offenders such as lese majeste violators and protest leaders.
A committee would be set up to help classify the cases, he said.
