EPPO also asked the Metropolitan Electricity Authority and the Provincial Electricity Authority to help subsidise this fee waiver from the solar panel electricity producers – only those linking up with the power distribution network at less than 12 kilovolts.
For residences, the fee is Bt10,000 per case and for commercial buildings and factories Bt15,000 per case, amounting to a total cost of about Bt50 million.
To achieve the goal of raising biodiesel production and consumption to 14 million litres a day by 2036, according to the Alternative Energy Development Plan 2015-36 and in response to the prime minister’s mandate asking the Energy Ministry to study how the nation can raise the proportion of palm oil and biodiesel fuel for various vehicle types to run on, the Energy Ministry has set guidelines to gradually raise the proportion of biodiesel fuel as follows:
l Put more effort into research and development to improve the quality of biodiesel production via the H-FAME technology to boost commercial uses and support higher proportion of biodiesel mix for various user groups.
l Set the standards for “B-10” biodiesel in line with the Finance Ministry’s excise tax measures and support the distribution of B-10 as an alternative form of energy
l Establish the price structure for B-10 to attract users
l Consider an excise tax structure for B-10-operated vehicles for various segments, especially personal trucks, in order to draw vehicle manufacturers and users and put this in place before the use of B-10 in 2018
l Develop special incentives for manufacturers of B-10-compatible vehicles
l Promote and support the uses and distribution of B-10 as alternative form of energy
The EPPO meeting agreed to raise the proportion of biodiesel use via pilot projects involving state agencies and the military.
As a pilot project to boost users’ confidence, state agencies and the military will use B-10, and will monitor and evaluate the results.
The participating state agencies and the military are expected to help promote wider use of B-10 fuel as an alternative form of energy by 2018.
