Penal law can only be applied to juveniles aged 12 up

As per the latest amendment to Thailand’s Penal Code, criminal responsibility can now legally be prescribed to juveniles between the ages of 12 and 15, instead of 10 and 15.

Traisulee Traisoranakul, deputy government spokesperson, said the amendment was proposed by the Justice Ministry and corresponds to the International Covenant on Civil and Political Rights.
The improvement was done in line with the Universal Periodic Review, in which each UN member state’s human-rights record is assessed.
