It’s more important to have a very big pickup truck and new cellphone, so who needs a water system? You can’t show that off in the village, so it’s useless.

A problem here in Thailand is that local organisations often only spring into action after people higher up force them to. It is as if they are afraid to make changes. So many incompetent people in posts who just want to collect a salary and skim off the budget. It would be too much to ask them to do their jobs.
Look at the disaster-prevention guy with the warehouse full of unused boats, saying they are already allocated and some aren’t working. Then fix them – it’s your job. It really looks like people don’t want to do their job or are not good at it.
